Are your operations slowing down growth?

I help founders of B2B service businesses who are ready to scale, but need to formalize their operations to reduce founder dependency, strengthen their team's effectiveness and support sustainable growth.

Let's work together to improve your operations meaningfully, without stopping ongoing service delivery or creating a dependency on long-term fractional support.

What I Help Growing Service Businesses Solve

As service businesses grow, informal systems stop working. What once lived in a founder's head now needs to be shared across roles, teams, and functions.

I help leaders address challenges such as:

  • Decisions constantly routing back to the founder or leadership team. You've hired capable people, but every decision still ends up on your desk.
  • Work stalling after meetings due to unclear ownership. Discussions feel productive in the moment, but nothing moves forward because no one's sure who owns what.
  • Inconsistent processes that vary by person or project. The same type of work gets done differently every time, leading to rework and confusion.
  • Hiring adding complexity instead of capacity. New team members need more of your time, not less, because the systems aren't there to support them.
  • Teams hesitating because expectations and guardrails are unclear. People want to do good work but aren't sure what "good" looks like or how much autonomy they have.

These are not motivation or performance issues. They are signs that the operating model needs to evolve.

Who I Am

Tiffany Dougherty, fractional COO and operations consultant for small B2B service businesses

I'm Tiffany Dougherty, Founder and Principal Consultant at Streamline Strategies. I work with founders of small B2B service businesses who are proud of what they've built, growing, and increasingly feeling like the keystone their whole operation depends on.

I spent 13 years in strategic operations and customer success leadership before starting Streamline Strategies — largely inside growing service businesses in staffing, events, and advertising. Those industries run on complex delivery, tight margins, and leaders who are deeply embedded in the day-to-day.

Each business eventually hit a point where their informal systems for getting the work done just weren't enough to continue scaling. My goal is to help founders improve their operations meaningfully, without slowing down their growth or creating a dependency on long-term fractional support.

I don't come in with my own strict methodology to implement from scratch. I start with what's already working, review how your systems support your mission, values and goals, then build the structure your team needs to continue moving forward without everything routing back to the founder forever. I build the operational foundation that lets growth feel manageable rather than relentless.

How I Support Clients

Support is structured to meet businesses where they are, with clear scope and outcomes. I offer:

Fractional COO Retainers

Ongoing leadership guidance and operational support tailored to your growth stage and needs.

Project-Based Engagements

Defined deliverables such as decision architecture, process cleanup, or operational assessments.

Hourly Consulting

Targeted or short-term needs with flexible support for specific operational challenges.

Each engagement is designed to improve clarity, coordination, and confidence across the organization.

Who I Work With

I work with small to mid-size B2B service companies, ideally with 5–19 employees. These include marketing and creative agencies, staffing firms, SaaS businesses, and meetings and events companies.

These organizations typically have strong demand and capable teams, but increasing complexity as they grow. Their leaders often feel like the default decision-maker for too many things.

My work is best suited for businesses that want growth to feel more manageable, not more chaotic.

What Is a Fractional COO?

A fractional COO is a senior operations leader who supports a business on a part-time basis. The role focuses on strengthening the internal structure of the organization so it can scale without constant executive involvement.

In my work, fractional COO support is centered on clarifying decision ownership and escalation paths, improving how work moves across teams, documenting expectations and processes, and reducing operational bottlenecks. The emphasis is on building systems and guidance that support sustainable growth—not on managing day-to-day staff or service delivery.

What Makes Streamline Strategies' Approach Different

Most operational engagements fall into one of two categories: a consultant who comes in, builds a system, and leaves — or an ongoing hire who becomes another person the business depends on. This work is neither.

I work alongside your team for a defined period, with a clear focus on building something that outlasts the engagement. Your team is involved in the process from the start, the systems we build reflect how your business actually works, and when the engagement ends, the operational foundation stays functional without me in the room.

The result is an organization with clearer decision ownership, better cross-team coordination, and the confidence to keep growing without the founder carrying everything forward.

Not sure where to start? There are two ways in.
